Any idea what the respawn timer is on him or is it random

You'll find him flying around the Lower Crypt near Hildano. He'll sometimes come to rest on the steps by the bridges or on the top level behind Hildano (that's where I've seen him). If you just want to wait for him to pass you by, stand near the obelisk.

He's conned red twice for me. He has a very long range fire breath attack...very cool!
