Per CSR Atlethys, these Tinderboxes are not the same (i.e., not as powerful) as the Tinderboxes found throughout the mainlands and the mainland dungeons.

Other factoids:
Tinderboxes drop off humanoid mobs only.
The highest level Tinderboxes are level 45.
