I found him at the U-bend between Prydwen Bridge and West Downs. Standing just to the left, a few meters up the hillside. My mistake was not completly reading the quest beforehand so dumb as I were I killed him rather then speak to him /sigh...
Found him again 3 minutes later walking on the right grassy area laying before the bandit camp in the hillside. As stated from others, he walks close enuff to the road for you to see him from horseback.... your own or a transport.

I have killed him several times.He can be found across the bridge between Camelot Hills and Salisbury Plains just down from where the Boulderings and Shale is.He spawns quite frequently.He always cons Neutral to me.
He's pretty easy. Try and lure him away from the guards, though. If they see him fighting you, they'll kill him and you'll have to fight him all over again.

Gwullin is found anywhere near the road in between the bridge near Prydwin and a while before West Downs...As long as your on the road and he has spawned, ya prolly can't miss him:)

He's part of the quest named "The Search for Niea's Brother" that starts in Humberton Keep. I'm not sure how or where he spawns, but I've searched the road from Humberton to Camp. Forest for him and couldn't find him. I suspect that he's killable for xp and that he's kos to any guards.

He's always neutral to me, but the guards really don't like him... Is he a part of a quest?
