Ok he's part of a quest (Grazer Investigation) Hibernia Captian by the Tir na Nog portal is quest giver. U are suppose to talk to him, but he does nothing, I suppose I must say something to him... but what? Can't find the quest on the net...IF I do I will leave link here

I found that it is a series of quests, u will get 3 of them and u do them in order =)
