He's associated with (at least) an old quest called "The Heart of the Matter" (Hib) and had something to do with obtaining opposing realm (Alb and Mid) "sliver of heart" items for the quest.
I have this quest on my Animist, but it's showing as level 99 (meaning it's been discontinued for at least the present time) and Val will not talk to my Animist at all.
