Ran additional tests on Pendragon. Percentages held close.
9839 hits, 509 misses (4.9%), 20 fumbles.

749 'slow' procs (7.6%), 115 resisted (15.4%)

775 'haste' procs (7.9%).

On Pendragon, 3 Jan 2008, Version 1.92a - testing results:
3635 hits, 200 misses (5.2%)

252 weapon procs (slow) (6.9%), 33 (13%) of the those procs were resisted by a level 50 mob (Thrust).

280 weapon procs (haste) (7.7%).
