[Tage] is standing under the stones beside [Carys] and he sends you to see [Kimmy Glaze] in Anniogel, she is an arrow merchant in middle building on the north side of town. She sends you out after two [the lesser water elemental]'s (loc 56.5k, 36.5k) and you get your journal updated to head back to Caer Gothwaite to see [Adam Glaze]. He is a sheild merchant located just inside the main gates to the right in front of the stables.
