I got the Ice Horse Quest and was unable to find Arcsinimpede for hours. I tried at all of the locations above and never spotted him.

I finally found him at 22k,48k; just to the North East of where the rivers meet in the south part of the zone.

It was about 12:15pm in game time.

He walks from the south section of this hill top area to the north with three lil-mini friend. He cons red and his buddies con green. I believe he arrives at 6am and then walks north and dissappears until 12pm from the north and then travels to the south. LOC for start is 17,26 on a hill top in Raumarik.
