From the river that crosses through Cotswold Village, follow the Camelot-side south for quite a ways. It is a little past halfway to Prydwen Keep, so it may take a minute or two. You will see a ship surrounded by sprites along the shoreline. Kill some and one named Sephucoth will spawn.

I did this quest as a level 9 Heretic. Sephucoth was green and all other sprites/spritelings mostly grey. Not only does he always bring one friend with him...but others will join in, including some of the surrounding drakes. Be very careful on this one. Also...they do chase you for a very long way.
