He's in a room full other Animus. You must clear all of these first or the entire room adds when you pull Delegalt.

He is on the path to Iarnvidiur. Spawns in a room full of dogs and animus. Not sure what he drops as he dropped our two groups due to the adds that spawned in the hall.

I would put his level at least 65+ not the 50 listed here (generic filler from the looks of it).
