The Floods are surrounded by 8 or 10 Flood Waters which are level 17. I know when you try to pull a Flood Water, it brings the Flood so the converse is also probably true.
If you go directly west from Caer Goth, you should run into their pond. It is close to the third Drakoran Fortress.
