This is the NPC for the Albion version of the quests Wrong Side of the Tracks, and Mine Cart race (Golden Pickaxe Trophy). When you speak to him he will ONLY mention the cart race. Go along with it and at the end of the race, near the Time-keeper, 'Search' for the missing ring.

From Inconnu Crypt, zone into Abandoned Mines on foot. Head south along the track until you reach Lucaith on your right at 24.5k, 22.0k. Alternatively, port to Abandoned Mines by obelisk. Walk up to the top of the ramp and enter the tunnel to the north (the one with the crystal in front of it). Walk north until you reach Lucaith on your left
