Damage and Debuff - Target takes damage. Damage done is of the spell's given damage type. Target also has its resistance to that spell lowered slightly, which will make subsequent spells do more damage.

area of effect spells

Do area of effect spells only hurt enimies or do they hurt freinds inside the area as well?

Fire spec is the only way to get AE spells, which work much better on human targets than computer mobs.
Earth spec gives you a damage shield and a second bolt line (very important since each line of bolts is on a timer. Only by having both can you squeeze 3 spells off when soloing.
Ice spec gives you snare and a DD, and i guess one other. The snare would be useful if there was a fear spell...

Fiery Maelstrom is the DD spell you would get even if you didnt spec in fire, what is its base damage compared to Major Conflaguration? I don't get the point of recieving 2 spell lines that do the same exact thing, unless of course the spec line of spells do some more damage, otherwise Ice probably sounds better to spec in, since ya get diverse spells, and 3 new spell lines instead of 2 like earth and fire.

You only achieve new spells through natural skill, but you get the increased bonus of the damage with that skill. The bonus is simply a modifier for casting current spells.

I acquired a piece of equipment that adds to my firespecialty. But it dosent seem to give me my spells when i have surpased that level.

For example, my fire specialty is 18 (modified), yet i still have not gotten Concussive Blast (minor).

The base is 16.

Can anyone clear up why or what the equipment does?

Tzar, increases to your fire spec or any other spec through the use of magic items will only increase how well the spell works in terms of damage (such as fire spells) or healing (for clerics). Your true fire spec score through training is what is used to determine if you are granted that spell to cast. For example the max Pyromancy Fire (Major Conflagaration) spell requires a trained skill of 47 (w/o magic items) to even learn. At lvl 47 in fire spec, you probably would not want to train any higher in fire spec and simply use the bonuses to fire spec through magic items to raise your fire spells damage and instead learn earth or ice magic.
