Dual core problemFollow

I recently bought a new dual core pc. While running Everquest I recently hit the following problem: my toons would start to lag then all of a sudden go into double quick speed.

This has cause me no end of problems. I am aware this is not a lot to go on but I was just trying to confirm is this a dual core processor problem as I have previously read. And if so can I rectify the problem??
