Try just disabling speedstep and see if that does the trick. Also go to your power settings under windows 7 control panel, and ensure that you have the "High performance" plan selected. it will be hidden by default, so click "Show additional plans"

Hyperthreading is your virtual cores, so turning that off loses you essentially 4 CPU cores.

C1E isan error state trigger, it shouldn't be having an effect.

Intel Speedstep is their "let your computer clock itself back when it thinks it is in Idle state" thingy, which is annoying. Kill it with fire.

It could be, If your core voltage plug fried itself partially that could be causeing intermittant faults, it could also have damaged the motherboard power capacitors which could be "misfiring" for lack of a better analogy.

i dont think the motherboard capacitors would get damaged as the sabertooth uses military grade parts but i could be wrong

They are pretty stable, though the enclosed shroud actually causes heat issues rather than helping. It gets packed with dust and becomes an insulator. Any motherboard on the planet, including one that uses solid state capacitors, can be cooked by a faulty power supply though. SO it is a definite possibility if there are known issues there.

Asus also has an "EPU" energy module for those boards. I usually don't install the driver for it, but if it is installed, it could be doing oddd power things. Or maybe it needs to be installed to prevent odd power things.
