My free drive space has been nose-diving lately so I went to clear some space. Within EQItems there is this monsterous file 12.4 gb in size, last modified 22 Jan 2014. It is too big for notepad/word and crashed open office.

What is this, why do i have it, and do i need it?

Haven't seen a raw.txt file for years, but never associated with Item Collector that I recall. If you want to look at it, WordPad should be able to open it or any sized file. Notepad is very limited and even Word / Word-clones are somewhat limited.

I googled "raw.txt" and couldn't find anything relevant, so personally, I'd just deleted it, as the name implies it's a temporary or repaired file to me. If you delete it, and Item Collector quits, working, I'd uninstall Item Collector then re-install it.

Just some ideas, don't take them as absolutes that will work though.

I have three different computers with EQitems installed. All three have the raw.txt file. The one used most often for collection is about 400ish mb. The other is around 300ish. My main computer at 12.4 gb is overly odd. I'll just delete it and let see how the cookie crumbles.

EQ item collector basically writes data from EQ to a raw unparsed upload file, that then uploads to the server and theoretically clears the raw file. It sounds like yours hasn't cleared in like, ever. Deleting it should fix the issue.
