Tahrongi is just "special" like that in that only a few mobs can give ruby and amber. Don't really know why; no other zone seems to be that stingy with particular lights. It makes it all that much more clear though about why Tahrongi used to be the primo spot for EXP groups though, because it is pretty much the "beginner's zone" as far as getting TEs is concerned.
Regarding lights, I suggest recording any as-of-yet unknown findings to the
Abyssea Lights page on wiki; I've found these charts to be rather useful when deciding on targets.

What most people usually do is pull it (note that with this guy, sometimes the first claiming action will not get him to budge, and he'll remain unaggroed and unclaimed, so you may have to use two... not sure why this happens; it might have something to do with him spawning in water) and then run like hell to the south. If you don't get hit by any of the adds, around the time you reach the passageway southeast of 00, the adds should deaggro. Heqet can be deaggroed too but he's a little harder to shake for some reason, so he should still be on you at this point if you don't run much farther than you need to.
