No. All of them are "authorized" to appear at will without being summoned if they determine that the summoner is in critical danger. We have seen Horolgium the clock do it multiple times, as well as Loke, Virgo, and Capricorn. I believe even Aquarius could do it if she really felt like it, but she doesn't like Lucy very much.

The issue is one of magical power - when Lucy summons them, she draws on her internal magic to "open the gate" which allows the stellar spirit to arrive in this plane at full strength. At first, Loke was the only member of the Zodiac who had enough power to open his gate and arrive on Earthland with enough power to fight, but the others have grown in power as their relationship with Lucy strengthened.

I guess that was comic relief for Bleach.

Naruto was a lot of action sequences.

Poor Brownbeard. Smiley: crymore

Unohana's name is Retsu. Retsu can mean violent. I should have made that connection earlier.

Fairy Tail:
1) Fisherman guy is a Geomancer
2) Catwho was right
3) Makarov suddenly flashing back to all the written apologizes, and then Alzack/Bisca's kid asking what they were is funny as hell.
4) Arcadios must have watched Volcano the night before.

One Piece: Vergo was a Haki user and not a Devil Fruit user like I originally though. The fact that Smoker was able to get Law's heart off of Vergo while in range of Vergo's Haki may mean that he used to be a pickpocket living in Loguetown before Roger's death and him joining the Marines.

There's three types of Haki, so it doesn't really mean that Vergo is any good at the prediction one like from the Sky Island arc who's name I can't remember at the moment. I mean, this is a guy who didn't realize he had a hamburger on his face so stealing from him doesn't seem like it'd be the most difficult thing. Also, Law cuts an island in half, and Luffy break's a gaseous guy's face.

Naruto: Ten tails flicks both the eight and nine tails away like they were bugs. Most amusing. Also, the cavalry arrives.

Eneru is the guy's name, and doesn't Observation and Prediction Haki only work against threats to the user?

Sure, but that's assuming he has it to begin with. If not, I stand by what I said. Besides, he wasn't able to observe and predict Law cutting him in half so it doesn't look good for him overall.

Bleach: Oh look, it's the X guys from the previous storyline.

I thought it was a fairly good chapter. Kubo poked fun at himself some mroe with another "who was sword" tease, though it's almost certainly Grimmjaw. He poked fun at nobody dying in bleach by bringing back Xcution members, which does make sense considering humans tend to go to SS when they die (though that does leave a problem of dead quincies). Ganju looks fairly badass.

Naruto: So the next few chapters will be spent on fairly easily defeating the bad guys, after which Naruto or someone else finally discovers that they were under the spell of the jutsu the whole time and are still fighting Madara and Toby? Perhaps after he finally gets to be Hokage?

Fairy Tail:

1) Happy and the Fisherman's face when Pisces was summoned.

2) Pisces is a MILF, or at least one of them is.

3) Does Aquarius actually respect Lucy now, or did she avoid hitting her with the water due to Loke being there?

Natsu's opponent seemed ... nondescript. Did he actually do anything, other than say how awesome he was? Everyone else seemed to do something.

"I'm not your mother!" made me chuckle.

He specialized in pinpoint decapitations with Scythes while one-handing them. Considering that a normal scythe blade is around 30 lbs that's pretty bad-***. Plus I don't think he's ever fought a Dragon Slayer before, just normal under-physically developed mages.

Edit: After checking Google I found that current scythe blades are around 1 lbs, and not 30 lbs as previously stated. Still that's precision slicing on a moving target.

I wonder if Aquarius is calmer with Pisces around. Scorpio and Pisces are both water signs (along with Cancer) and while Aquarius is considered an air sign, she's probably more comfortable working with those three since they're water based.

Wait, Aquarius, the Water Bearer, is an air sign, while Scorpio, the Scorpion, is a water sign?

Finally re-re-re-caught up on Naruto.

All the NaruHina shippers are squeeing because Kiba teased Naruto about Hinata. All the NaruSaku shippers are squeeing because Naruto didn't even need to turn around to sense Sakura was there to heal him; just told her to fix up Kakashi first. Ahhh, the ship wars. Will they ever be resolved?

FMA was resolved after the Rose getting raped plot reveal, and I don't remember anyone besides Winry trying to get with Ed in FMA:B.

I'm talking about the manga. My point is that is was undisputed at the end that Ed and Winry got married and had a kid. That's all the resolution I really want or need - even if it's just a "here's everyone ten years in the future and oh look at all the couples and children now" type thing.
