I just got this staff myself, and can't figure out exactly what the lvl bonuses mean..... cause I sure as heck didn't get 10 additional levels of skill in each spell discipline.... so what do the bonuses really mean? Oh yes, and it is the 11th level Spiritmaster quest.. check the link to the "Prove Kobold Helen's innocence" quest. Very easy quest, just requires a little running around, and one easy mob that was yellow to my lvl 11 spiritmaster. FYI Mob means monster, in case yer not a former EQ loser like me =)
It a FOCUS item staff

Focus items are for pure caster classes like Spiritmaster and Runemasters. They reduce casting cost for spells. If you don't have one, any spell you cast will take 125% of it's listed power cost.

The focus items have levels of effectiveness, thus this spirit staff gives it's reduced costs for spells under 10th level (i.e. each line listed is for 10th level). I beleive the cost can go down as low as 80& of listed if your staff is high enough and has enough quality.

You can buy focus staffs at various places. If you do, make sure you buy the correct one fro your class. There are 4 varieties. 3 which focus more heavily in 1 spell line (i.e. a SM staff of Darkness might have 10 lvls of Darkness and only 6 of Summoning and Suppression). The 4th variety has all spec lines equal (just like this example).
