I have seen Murkmen drop this also. I spent alot of time in Muire's Tomb.

I received this item in Muire's Tomb, but it was 22 Armor Factor and Absorb 19%. It was also reinforced armor, not leather. It may be a different type?

I've seen this drop off of Muire Men-at-Arms in the lowest level of the Muire Tomb. I think the named Muire can also drops this.
