The magic description revealed more to me at level 35. It was the same as the spear of the elements, which makes me believe this procs. A lower level chtr did not see the same description as me.

I might want to add that this pic was taken when the item was purple to me and since that time the damage of it has gone up to 13 as it turned red. Can't wait to see what it will be later :)
