I'm Quethel. This dropped for my party while fighting gales and other mobs by the tower outside of Tir Na Nog. I'm almost positive it dropped from Gala, the named gale that is found out there, though it may have dropped from a one of the other mobs and I just didn't notice it.

I've seen this drop in Muire tomb twice now. I think it was murkmen or the large tomb creepers that dropped this.
