I got two of these from centurions when I soloed from lvl22 to 23 in Cornwall at the skeleton villa.
The centurions also dropped two Bloodied leather cap af42 qui4 and some resist bonuses, and a dagger which had 2dex and 2 to something else.

Probably at the villa with the Skeleton Centurions and Legionnaires surrounding it. (If you follow road from Cornwall, you'll see a small path leading left which leads to this house).
This item also drops off of Skeleton Legionnaires in Salisbury Plains that are located on the broken bridge and the destroyed tower. On each of them there are two Skeleton Legionnaires and two Small Skeleton Legionnaires.
Was quite a rare drop tho in Salisbury. Got one of them in 6 hours hunting there.

picked it up at Salisbury - broken bridge Legionnaires, post v1.46 patch.
Now says lvl21 or 23 item, may require new picture.
