I've got this twice now on different alts - each time I had to kill 5 to 7 Roane Maidens by the shore at Parth Farm. Pretty easy to get and not bad stats. Watch out for derg and curmudgeon couriers though.

I got this off a Roane Maiden wandering between the parth farm and Caille. this cape is hooded and light blue.
