Got one in Askheim as well, but the stats were 1 higher across the board (4 str, 3 qui, 3 dex), still a level 21 item.

Also found one of these from a blodfelg wolfwarrior. Perhaps it is a generic item that was applied to the random drops for several areas.

I acquired one of these on 11/20 in Muspelheim from a Charred Skeletal Warrior ('yellow' to me at 25th). So it seems to be your typical 'rare drop' item from various MOBs throughout the zone. Nice little melee jewel.
