Per patch 1.70:
- The correct spells are attached to the Astral Cloak of Heroes and the Astral Cloak of Whispers.

This cloak can be summoned when you wear 3 Celestius items.

All the ML10 summoned Astral Cloaks have skins identical to the ML9 Feathered Wrap.

Although you need three Astral items to summon the cloak, you can afterwards unequip the weapon, though not the chest-piece or leggings. You don't seem to be able to summon the cloaks inside a house - and if you fail the timer starts anyway.

Note from Boudicca:
ver 1.95:
Astral Cloak (of Heroes) now cannot be placed in a personal vault, and for it to remain in existence only the Astral Hauberk need be kept equipped. ie. any Astral Leggings or Astral Weapons that can be worn can be used to generate it and these can then be then swapped out.

As per patch 1.96, and tested on Albion, Gaheris
1. Cloaks may now be generated inside a house.
2. Cloaks may no longer be placed in pesonal vaults, and only one at a time can be in existence per toon
3. Timer has been reduced from 15mins to 3 mins
4. The only item that can be de-equipped without resulting in the cloak disappearing is the weapon. This has changed recently, as when tested a few months ago the Leggings could be swapped out.
5, There is still a bug (or undocumented feature) in that if your toon moves ANY Astral item from place to place, even if not connected in any way to your character, you will lose the cloak.
5. Astral cloaks still have all the same skin, which is identical to Feathered Wrap, Steel-Feather Cloak etc
6. One cloak I've tested (Outrider for Scout) seems to have Use1 and Use 2 the same : Dispel Enhancement, on the same 15min timer. You can't use 2nd Use until timer has run down for Use 1.
