I had some guy sell my lev 23 armsmen this and a resplendent mantle for 10 gold (what a deal). The Halberd still cons red to me at lev. 27.

i have one , and it was dropped off an arwanite warrior, orange to 34.

The Arawnite Messanger is not like the regular ones, he is much lower and does not drop any items. Just cash. He is also used in a quest.

I imagine it's a random drop from an Arawnite. Probably from one at least 20th lvl. I was running around Snowdonia today and ran across a Arawnite messenger who was red to my 16th lvl armsman.
