That Quality of one really hits the lowest of the low ones. Our Enchanter looked at it, laughed, dropped it on the ground and /salvage. Much more useful that way since he was already maxed on INT anyway.
/salvage is the way to go :P

Mages don't care about the quality of the armor, since if we get hit, we are dying anyway. The fact that it has 36 AF means absolutely nothing to me. But the 5 Str means I can farm 5 pounds more loot and the Int and Power means I get get that 5 pounds of loot faster. If you don't get hit, Cloth rarely loses Con%, so this is really pretty good stuff.
Gotta look at the big picture before you start ragging on items. FYI, I STILL have the sleeves from Muire's Tomb at level 41 and this item is much much better. I would trade em out without hesitation.

Is it just me or are these a completely useless item? 1% qua 0% dur? Muire tomb has better items!
