Got these babies today in the Barrows, the stats have been increased: 7 Constitution and Dexterity, and 6 Quickness. Just too bad I can't wear 'em.

I'm 32 and was in a group of 28 - 34 camping Vigilent Souls, Boots dropped and I got them. We didn't have anyone in group who could use, so I gave to guildmate.

Level 40 to attain means that they will not drop... or perhaps the drop is more rare to anyone under 40
