This item was given to me for my level 2 infiltrator grouping quest. It rated orange to me at level 2, continued to use it (in left hand) until level 8.

This drops off of Keltoi familiars (black panthers that hang out with Keltoi druids) in the lower parts of Keltoi Fugou. A junk weapon but would be cool to hand out to newbies.

They also drop from Small Bears, Bears, Forest Lions. I think they are rare drops on small bears and uncommon for the Bears and Forest Lions.
