Found this item two times ( as a Midgard character )with the same stats as listed but with 10 charges of a 10 minute-lasting 45AF-buff, no health buffer.

It's dropped by "Älterer Gillich" in the German version of DAoC.
I guess the english name must be "Elder Gillich" ( orange/red con to level 34 ).
There are two islands located in all of the three lakes.
You may find "Gorf" ( mud frog ) on one of the three islands with mud frogs around as he is spawning at three different locations.
On and around the other three islands there are Koalinth around and you may find "Elder Gillich" ( Koalinth ) at one of those three locations.
