In the Corusicating Mines from werewolves/weeweres located near the "pit" area. It's purple to me, got it at lvl 32 in an awsome group. It's still purple to my 34 blademaster.
I got this item (A much lower level version.. I have not checked that the bonuses are still the same) from the Gurite Pillers, etc. in the same camp with Tangua.
