how do you cast what? Does this have a proc? why doesnt Alakazam just put the procs on the weapons that have them like EQ. I know there are swords out there with procs but I never see what it is

If i recall corectly i picked it up off a ww guard. (outdoors)
Currently the outdoor drop rate is a bit higher then the indoor drop rate.
This means that you will probably still see more drops in a dungeon because of sheer concentrated population.
