Pretty weak that they made the quality 89%. What's the deal with gimping weapons anyway? Make something truly elite and worth the effort of obtaining...

That is exactly the reason. Mythic stated from the time that they were bringing out the game that player made equipment would be superior to anything that dropped. Up until this point, they have not carried through with that promise.
However....
With spellcraft/alchemy coming out now (read notes on it under the round table link), they have a good chance of making crafters some VERY happy people.
