I've killed SCADS of moor boogies, so many I can't begin to think of how many it's been. So, I gotta figure this item is rather rare.

Hmmmmph, after killing hundreds of the buggers, one finally drops for me. Lo & behold, it really is a level 31 item, dropping off a roughly 31st lvl moor boogie.

BTW, if this came from regular moor boogies, then it's probably not a level 30 item, & you don't have to be 30th level to get it. So, I'm betting that it drops from the MUCH higher level Greater Boogies, which are still purple to me at 30th level.
