Cons, Piety, Charisma?
Erm maybe this cloak needs a more fitting name...?
Was I the only one expecting to see stats like +Stealth, +Qui, +Dex and so on?

I agree. I have the cloak and I'll get back to you on this but I think it is +15 to piety and charisma. I'll check.
