Useless by level 10, because Hero's get Large Shield at this level, and you either go with a round shield for it's speed to interrupt, or a large shield for the better blocking.
Agree, useless for Hero - but great for Champ! :)

At level 20, I still have not been able to upgrade this for my Champ
