i got that quest but i cant find sepcutoch i know where he is but he is not there lvl 11 paladin

This item IS correct. Anyone can do teh quest and everyone gets the same item. It is a wizard item although another int based caster could use it for the +1 if theyhad nothing else. Otherwise it only sells for about 1cp so it is just about useless.

I am a sorceress, and even though I do not use Fire Magic, I still got this item. It did boost my INT by 1.

I did this quest, and when I put the necklace on I didnt see any increase in stats. I am a lvl 8 cabalist.

This is a wizard class.. cabalists dont get path of fire hence no stats

Hmmm you should have got stats on it right whne you put it on. That's strange. Maybe its a bug where the durability was zero when you got it. Give it to the smith, he'll repair it, and give it back to you, for a price. You just click it on him to do that. Jewelry doesn't list a durability, but it does have one and it quits giving stat bonuses, once the durability runs out, until you repair it.
