Per patch 1.70:
- Keres now drops the Wings Dive artifact as treasure, instead of placing it on the ground for any player to pick up.

I learned this much by studying the remains of several fallen islands and from a few discussions with the Sphinx, Ciramas. Apparently the magic that held these isles in the sky caused great winds underneath the cities. Some of the very brave would dive off of the side in order to ride these winds back up to the top. These leggings appear to have been made to assist in such a performance. They were not made of cloth from what I can gather.
Sphinx Ciramas says:
A queen once was trusting to laws that then broke
A kings crown she chased for through air for an heir
As down went the crown so the sky did despair
The magic she wore fell with her from up there.
Then the sky itself falling, for the queen not a care
Her leggings of magic in the forest now found.
At the end of cloud cities she was first to fall down.

"There was a challenge every year from the cloud city in the Planes. The greatest athletes would dive from the cloud cities, buffet themselves off the air currents and ride them back to the top, aided by magical enchantments set about to prevent anyone from missing the strong currents and plummeting to their deaths."
"Often, the athletes wore enchanted protective clothing, to give them a bit of an advantage over other competitors. One competitor, Erastus, had armored leggings that he wore every year. One year, he added a new enchantment, and intended to test it at the challenges."
"No one knows for sure what happened, but as Erastus took what was called the Wing's Dive, the enchantments that kept divers from falling to their deaths failed. Erastus plummeted far beneath the cloud city, and all assumed he died. As it turns out, he lived, saved by the new enchantment on his armored leggings. Unfortunately, he was murdered for those leggings a few years later by an overly competitive opponent."
