Everything I have read or heard about the Harpy's Feather Cloak points in the direction of the harpies of Oceanus Notos. Cloak dropped from Harpies on the west side of Stone Finger Reef (Desdemoneā€™s Island) in Oceanus Notos.

Scrolls:
Bellona's Diary 1 of 3 -- rumored to drop off Naxos/Skyros in Melo
Bellona's Diary 2 of 3 -- drops off Naxos dolphin hunter and Naxos infector in Meso (loc= 54k,16k)
Bellona's Diary 3 of 3 -- drops from Naxos ambusher (loc=38k,20k) and
Naxos skuller in Meso

This cloak is useable by all, though geared toward hybrids, tanks and wardens.

(Earns exp: Slaying djinnis, jannis, jinnis, and efreetis)
Artifact also levels from RvR and mobs in ToA Dungeons, as per patch 1.71.

The retrieval of the cloak has to be the best part of the whole deal as you get to jump off the top of the spires. It takes a while to get the cloak to spawn, but I have had alot of fun getting them. Just make sure that you loot faster than the ghost harpy that will steal the cloak should you be too slow.
