Dialog and quest current as of patch 1.91.

Speak with Lailen in the Temple of the Jotuns, loc=26295,24186 Jordheim.

Story:
A tale told by a man who has seen the sights himself differs from a take told by a man who has not. The first tale may be darker and less polished, but it will likely be more useful.

I believe there may be someone left who can tell us such a tale, (Your Race). Some old songs are not sot old as you might think. Some of their actors may still be close.

I will give you this Dragonslayer Sigil. The runes on it may still carry weight and stir memories. If you find someone who seems mistrustful, show them the Sigil.

Gilby in Jordheim Castle may be able to get you started. As Name Registrar, he carves names of glory to carry on forever. And what can be more glorious dragonslaying?

Summary:
Travel around Midgard to see if you can find any record of a dragonslayer. Speak with everyone and heed their words. If someone is hesitant, show them the Dragonslayer Sigil (click on the icon in your journal to do so.)

Quest Goal: Speak with Gilby.
Quest Goal: Speak with Barkeep Kanar.
Quest Goal: Show Barkeep Kanar the Dragonslayer Sigil.
Quest Goal: Speak with Barkeep Kanar again.
Quest Goal: Check the southwestern house in Huginfel.

yep, if you go talk to Skipta first you go straight into Dragonslayer Skipta without wasting any time or cash on Thaelen.

Thaelen now shows a quest ring [presumably for the sucker quest ;-) ]which disappears when you click Skipta.

also, this quest now ends with the normal "You have completed . . " appearing on the screen.
