Like all other champion level 5 epic mount quests, this quest starts out in the throne room by buying the appropriate voucher from the Quartermaster, in this case the Earth Horse voucher.

Then you head over to the Royal Stable Master (outside the round table room). Talk to him to start the quest, the trigger phrase is "/say preseli stone", because he doesn't mention it. He tells you to go to Llyn Barfog and see the stable master (Kelin).

Kelin tells you a local tale about a monster that terrorised Llyn Barfog that took King Arthur himself to subdue, and then only with the supernatural help of his powerful horse. You need to visit the place where this epic encounter occurred to recover a "Preseli Stone". The location is approximately 6.5k, 49k in Llyn Barfog, in the bottom left corner. You will see the ghostly shade of a horse (Carn March Arthur) standing amongst the stones there. You will also find several dozen orange+ Bearded Gorgers and red++ Frenzied Feeders and red++/purple+++ Needletooth Devourers surrounding it.

When you eventually manage to work your way through to the appropriate place you need to /listen and then /dig. You will receive the Preseli Stone, which needs to be returned to the Royal Stable Master, who will then reward you with your new Earth Mount. I soloed this with my level 50 earth spec Theurgist (hence him wanting an Earth Steed) by casting the bladeturn pulse chant and then clearing out some of the orange+ mobs. Rushing into place and doing the 2 area actions. By the time these 2 actions were completed several red++ mobs had wandered into my vicinity and attacked me, but sprinting combined with the pulsing melee bladeturn got me safely out of the area. This horse leaves a black dusty trail behind you as you ride, not as nice an effect as the ice steed, but in keeping with earth-type casters I think.
