I got this from a beast in the Treibh dungeon. It was from King Vian or one of his guards, don't remember which dropped it, but if you go into the dungeon and stick to your left you will eventually get to his chamber. They are red/purple to me at 33

I got this drop from an Ursine Dweller in the first spwan of them you come to near the rock golom. The dweller was yellow to me at lvl 36
