Are you running the US version of the game that is on patch 1.63? Mythic has upped the stats of a lot of items in the last few patches, this appears to be one of those items.

Epic series starts with lvl 15.
First of all you need those trainerquests given at lvl 7 and lvl 11.
If you comleted those, you can start the journey...

This is the Scout Epic Quest, 30th lvl. It starts at your trainer, just like all the other epic quest segments.
