Ah, this is a fairly good piece of equiptment for any caster type, however the DF armor is slightly better IMO.

Although I have never found this off of a Moor Boogey, I did recieve one off of an Elder Beech in the same area.

Last night i got it of the cornwall hunters (the spot just behind cornwall station).. But i cant seem to get a shining hunter vest :( :( :(

Well it may drop of Boogeys (I have never seen anything except coin and Glowing Soul Gems from them), it drops with some frequency from Bwgyls and Bwgan Fishermen in Llyn Barfog.
