What would cause this Drop to be at ONLY 80% Condition as mine was ?

A Grouped member who also got one got his with 100% all around as the descrition states above.

This weapon is useless to me at only 80% Condition.

Any Thoughts ??

Why is it useless? Repair it - it's not as though the weapon is so phenomenal you will never use a better one.
