does that mean a 3% chance to make the monster bleed? i'm a ranger with these gloves and was wondering if it would add the chance to make the monster bleed with my daggers

no it means if the mob has the Bleed skill your chances of resisting it are increase 3%

Received three pairs of these gloves today by defeating various Siabras (ghostly, ghastly, and a footpad). No difference between the three pairs. At 18th these gloves con blue to me.

I looted some of these from the undead that spawn at night near Marghda. Very nice gloves for a level 12 druid.
