Goblin Lookout (Lab)  

My sorceress was able to charm these at level 46 so min level is at least lvl 46.

These are tough tanks. With level 45 cleric buffs, lvl 46 lookouts were able to tank 2 oj and 1 red minotaur, and a few times 2-3 reds.

Edit: Some lookouts are oj to lvl 50 but not many
