I found him waiting at 22400, 33300 in Valley of Bri Leith, west of Caille, on a small plateau/ridge getting close to the top of the big hill, with a grass sheerie.
I found him exactly West of Caille, where you get the quest. He was up on top of the hill and had 2 lesser grass sheerie's with him as guards. All 3 were an easy kill for a level 17 Warden. I checked back 15 minutes later and he was up, so not too rare of a spawn I guess.

Same here, directly West, past the freindly mob Firghusenn and over some ridges. No need to kill anything to get him to spawn, he was wainting...
It's Very rare spawn.
