I killed him yesterday afternoon. He was right at the ring of stones rather than near 54k, 50k, which is a nearby hill. Also, it was shortly before noon game time, about as far from night as it gets. He must room around some and just hasn't been spotted or something. I don't know about the 'rare spawn' part either. Whole quest took me about 20 minutes :)
